Hoeven Champions ‘Crack the Code 2.0’ to Unlock Billions in Additional Bakken Oil Reserves

Washington, D.C. – A North Dakota initiative spearheaded by Senator John Hoeven, dubbed “Crack the Code 2.0,” aims to significantly boost oil recovery in the Bakken formation through enhanced oil recovery (EOR) techniques. The project seeks to leverage carbon dioxide (CO2) to unlock an estimated 5 billion additional barrels of oil, more than doubling the recoverable reserves from this key energy region.

What is Enhanced Oil Recovery?

Enhanced Oil Recovery (EOR) involves injecting substances, such as CO2, into oil reservoirs to improve oil flow and increase production. This process allows for the extraction of oil that would otherwise remain trapped within the rock formation as reported by KFYR TV.

The ‘Crack the Code 2.0’ Initiative

Senator Hoeven is actively working to secure $50 million in federal funding for “Crack the Code 2.0,” building on $12 million already allocated to the effort according to a press release from Senator Hoeven’s office. The initiative will focus on large-scale pilot projects to demonstrate the technical and commercial viability of EOR in the Bakken.

Connecting Coal and Oil Industries

A key component of “Crack the Code 2.0” is fostering a partnership between North Dakota’s coal and oil industries. The plan encourages coal producers to sell CO2, a byproduct of coal combustion, to oil producers for use in EOR operations. This creates a new revenue stream for coal companies and incentivizes the long-term use of coal-fired power plants as highlighted by KX News.

Policy Support and the 45Q Tax Credit

Hoeven has likewise included a policy within the One Sizeable Elegant Bill (OB3), also known as the Working Families Tax Cut Act, to align the 45Q tax credit. This alignment is designed to incentivize the use of CO2 for EOR, making it a commercially viable option for improving oil recovery in the Bakken as detailed in Senator Hoeven’s statement.

Potential Impact on Oil Production

The Bakken formation has already yielded over 5 billion barrels of oil. Although, current recovery rates are low, ranging from 5 to 10 percent. EOR technology has the potential to more than double the recoverable oil from the Bakken, unlocking at least another 5 billion barrels according to Senator Hoeven.
