U.S. Mission Mexico Issues Shelter-in-Place Orders Amidst Ongoing Security Operations
February 23, 2026 – The U.S. Embassy and Consulates in Mexico have issued security alerts and directed U.S. Government staff to shelter in place across several states due to ongoing security operations and related criminal activity. These alerts advise U.S. Citizens in affected areas to do the same until further notice.
Areas Affected
The security alerts cover a wide range of locations, including:
- Jalisco State: Including Puerto Vallarta, Chapala, and Guadalajara.
- Tamaulipas State: Including Reynosa and other municipalities.
- Baja California State: Including Tijuana, Tecate, and Ensenada.
- Quintana Roo State: Including Cancun, Cozumel, Playa del Carmen, and Tulum.
- Areas of Michoacan State
- Areas of Guerrero State
- Areas of Nuevo Leon State
- Areas of Guanajuato State
- Areas of Oaxaca State
Details of the Security Situation
Ongoing security operations have led to road blockages and increased criminal activity in the specified regions. In Puerto Vallarta, all taxi and ride-sharing services have been suspended, and some businesses have temporarily closed. Roadblocks have also impacted airline operations, resulting in cancellations of both domestic and international flights in Guadalajara and Puerto Vallarta.
U.S. Government Response
All U.S. Government staff at the Consulate General in Tijuana, as well as those in Guerrero, Michoacan, and Quintana Roo states, have been instructed to shelter in place. Staff at the Consulate General in Monterrey have been directed to remain within the Monterrey metropolitan area.
