Argentina Boosts Literacy Investment Amidst Overall Education Budget Concerns
Buenos Aires – Argentina is significantly increasing its investment in literacy programs, despite a broader trend of declining national investment in education as a percentage of GDP. A recent report from the Argentinos por la Educación observatory reveals a substantial shift in budgetary allocation towards literacy initiatives, even as overall education funding faces constraints.
Literacy Funding Surges in 2025
Investment in literacy programs is set to jump from 2.4% of the educational budget in 2024 to 6.4% in 2025. This translates to an increase from $144,510 million to $364,840 million in constant 2025 pesos, representing a real increase of 152%, according to the Argentinos por la Educación report.
The report measures expenditure per student in the state sector, showing an equivalent annual expenditure of $41,731 (constant 2025 pesos) per primary level student in 2024, rising to $105,358 per student annually in 2025.
Budget Allocation Breakdown
The majority of the increased literacy budget – 78.9% of total funds executed – is allocated to transfers to provincial organizations, largely driven by the universalization of extended working hours in schools. Teacher training accounts for 1.8% of these transfers, while the literacy network fund receives 0.5%.
Expenses on paper, cardboard, and printed products, directly related to book provision, represent 13.9% of the total budget. Further allocations include 5.1% for “other commercial and financial services” associated with promoting reading, and 1% for the literacy network fund.
Book Distribution and Challenges
In 2025, 19,597,608 books were distributed as part of the National Literacy Plan, launched in mid-2024 by President Javier Milei. However, the report notes that the distribution experienced delays, with purchases made both during 2024 and 2025. A potential risk of further delays in 2026 is highlighted due to incomplete budget execution for book purchases.
Overall Education Investment Trends
Despite the increased focus on literacy, national investment in education is declining as a percentage of GDP. It fell from a high of 1.59% in 2015 to 0.88% in 2024, with estimates for 2025 at 0.82% and 2026 at 0.73%, according to the Argentinos por la Educación report. The 2026 budget project forecasts a 23% increase in resources for the “Education and Culture” function, potentially reaching $6.8 billion, representing a real growth of 4.4% to 8% depending on inflation estimates.
