California Provision 2: Simplifying School Meal Programs
California school food authorities (SFAs) are reminded of upcoming deadlines to participate in or extend their involvement in Provision 2 (P2), a federal program designed to streamline school meal claiming procedures. P2 reduces administrative burdens while ensuring continued access to nutritious meals for students, particularly in high-poverty schools. Complementing California’s Universal Meals Program, P2 allows participating SFAs to serve meals at no cost to all students, regardless of their eligibility for free or reduced-price meals.
What is Provision 2?
Provision 2 is a claiming alternative that simplifies meal eligibility and counting processes for schools. Instead of collecting household meal applications annually, participating SFAs only need to do so once every four years, unless an extension is approved California Department of Education. This reduction in paperwork allows schools to focus more on providing quality meals to students.

How Provision 2 Works
During the initial year of a P2 cycle, SFAs must adhere to standard meal counting and claiming practices. This includes determining free, reduced-price, and paid eligibility through household applications and direct certification, and accurately claiming meals based on these categories. After the first year, P2 significantly reduces administrative tasks related to household eligibility and meal type tracking.
It’s important to note that even after the first year, SFAs are still responsible for determining free and reduced-price eligibility for SUN Bucks (Summer EBT) benefits through direct certification and Universal Benefits Applications (UBA). California Department of Education. These benefits help families afford groceries during the summer months when school meals are unavailable.
Important Dates and Deadlines
- Normal School Schedule: Application deadline to participate in or extend P2 is June 30th prior to the school year.
- Year-Round School Schedule: Application deadline is June 1st prior to the school year.
Application Requirements
SFAs applying for a modern P2 cycle must submit the following before the deadline:
- Policy Statement Addendum – Provision 2 Implementation – New Cycle (SNP-13)
- Completion of the School Nutrition Programs (SNP) P2 Overview for SFAs training video.

SFAs seeking to extend their current P2 cycle must submit the Extension Request—Claiming Alternatives, Provision 2 (Form SNP-15a and SNP-15b) through CNIPS.
