Singapore Company Director Jailed, Caned for Rape
SINGAPORE – Jasper Lee Loong Kuan, 37, the managing director of his company, has been sentenced to 14½ years in jail and 12 strokes of the cane for raping a woman he met through perform. The sentencing took place on March 20, 2026, following a trial where Lee denied the charges, claiming consensual sex.
Details of the Crime and Trial
The incident occurred on September 15, 2021, after Lee and the woman, a customer service officer at a company Lee’s firm worked with, had dinner celebrating their shared birthday at a restaurant in VivoCity shopping mall. They each initially had one glass of red wine, and Lee subsequently ordered two bottles, which they finished together.
As the woman became increasingly intoxicated, she expressed her desire to go home, and Lee offered to drive her. CCTV footage from the restaurant and mall showed the woman displaying signs of intoxication, including disorientation and an unsteady gait. Lee was observed guiding her from the restaurant to the toilet and then to the carpark.
Dashcam footage from Lee’s car captured the woman continuing to exhibit symptoms of intoxication, including slurring and vomiting, during the drive. Upon arriving at her apartment, Lee accompanied her to her unit, physically supporting her as they took the elevator around 9:25 PM.
The victim testified that she drifted in and out of consciousness and awoke to find Lee on top of her. She attempted to push him away but lacked the strength, subsequently losing consciousness again. Lee left the apartment around 9:50 PM, at which point the woman called the police and sent Lee a message stating, “You are too much.”
Court Findings and Evidence
Police officers arriving at the scene found the woman naked and crouched behind the door. A medical examination revealed the presence of Lee’s semen, and blood tests indicated the woman’s blood alcohol concentration was approximately 82mg per 100ml. Expert testimony from Dr. Charles Mak of the Institute of Mental Health established that the woman’s level of intoxication rendered her incapable of consenting to sexual intercourse.
High Court Judge Mavis Chionh rejected Lee’s claims of consensual sex, finding the victim to be a credible witness with a consistent account of events. The judge also found Lee to be “a disingenuous and shifty witness prone to invention,” noting his attempts to avoid answering questions about the woman’s stability until confronted with CCTV footage showing her stumbling. Evidence, including CCTV footage, medical reports, and the victim’s distress as reported to first responders, corroborated her account.
Appeal and Legal Representation
Lee, represented by Mr. Gregory Fong, has indicated his intention to file an appeal and was granted bail of $100,000.
