USITC to Review Antidumping and Countervailing Duty Orders on Fluid End Blocks

The United States International Trade Commission (USITC) announced on March 23, 2026, that it will proceed with full reviews of antidumping and countervailing duty orders concerning fluid end blocks imported from China, Germany, India, and Italy. These reviews, conducted under the Tariff Act of 1930, will determine whether revoking these orders would likely lead to a continuation or recurrence of material injury to the domestic industry.

Background

The USITC initiated these reviews following a determination on March 6, 2026, under section 751(c) of the Tariff Act (19 U.S.C. 1675(c)). The Commission found adequate responses from both domestic and German interested parties, triggering full reviews of the orders on imports from Germany. Despite finding responses from China, India, and Italy to be inadequate, the USITC decided to conduct full reviews for these countries as well, citing administrative efficiency given the reviews already underway for Germany.

Scope of the Reviews

The reviews will specifically address:

  • Revocation of countervailing duty orders on fluid end blocks from China, Germany, India, and Italy.
  • Revocation of antidumping duty orders on fluid end blocks from Germany and Italy.
