Conroe Judge William Waggoner Pleads Guilty to DWI, Receives Community Supervision

CONROE, Texas (KTRK) – Municipal Judge William Waggoner of Conroe, Texas, has pleaded guilty to driving although intoxicated (DWI), according to court records filed on Wednesday, March 25, 2026. The case stems from an arrest in December 2025, where authorities say Waggoner was found driving at nearly twice the speed limit with an open container of beer in his vehicle.

Details of the Arrest

On December 10, 2025, a Montgomery Police Department officer observed Waggoner driving 61 mph in a 35 mph zone, according to a blood search warrant. The warrant also indicated the officer smelled alcohol emanating from the vehicle and discovered an empty can of Miller Lite beer on the passenger floorboard.

During the traffic stop, Waggoner reportedly warned the officer to “beware” that he was a judge, though he later denied making this statement in a public release.

Legal Consequences and Current Status

Waggoner has been sentenced to one year of community supervision and had his driver’s license suspended for 90 days. He avoided jail time with this sentence.

Despite the arrest and pending legal proceedings, Waggoner was allowed to continue serving as a municipal judge for the City of Conroe. City officials stated that no one is above the law but acknowledged that individuals are presumed innocent until proven guilty.

Previous Legal Issues and Political Aspirations

This is not Waggoner’s first encounter with the law regarding impaired driving. In 2017, he was arrested by the San Antonio Police Department for DWI, but ultimately pleaded guilty to obstructing a highway and received 12 months of probation.

Waggoner was elected as a municipal judge in Conroe in 2022 and is currently running for the Justice of the Peace Precinct 1 seat.
