Underwater Drones Transform the Seabed Into a Strategic Frontier

Global internet infrastructure faces rising vulnerabilities from low-cost underwater drones, according to Chinese military researchers warning that uncrewed systems are turning the seabed into a strategic battleground. Undersea fiber-optic cables carry approximately 99 percent of intercontinental data traffic and support roughly $10 trillion in daily cross-border financial transactions, making them critical nodes in modern digital and economic networks.

Shifting Economics of Submarine Warfare

Writing in the Science and Technology Daily, researchers Shi Guanglei and Shi Haiming from China’s National Defense University argued that rapid advancements in autonomous underwater vehicles (UUVs) are lowering the barrier to entry for undersea warfare.

According to the researchers, traditional underwater operations relied heavily on crewed submarines, which carried high financial costs and significant risks to personnel. In contrast, small and medium-sized unmanned systems are inexpensive, can be deployed in large quantities, and remove risks to military crews.

AUKUS Pact Drives New Undersea Strategies

The commentary highlighted the AUKUS security pact between Australia, the United Kingdom, and the United States as a primary driver of changing underwater military strategies. The researchers pointed to an AUKUS agreement reached in May to develop uncrewed underwater vehicles aimed at protecting infrastructure while supporting surveillance, reconnaissance, and anti-submarine missions.

According to the Chinese researchers, the alliance is building a routine seabed monitoring network under the guise of protecting infrastructure to gain global situational awareness and strategic advantages in deep-sea operations.

Vulnerabilities Across 1.06 Million Miles of Cable

Global communications rely on an extensive network of approximately 1.06 million miles (1.7 million kilometers) of fiber-optic cables resting on the ocean floor. This infrastructure typically experiences between 150 and 200 cable faults annually.

While recent disruptions—such as the 2022 sabotage of the Nord Stream natural gas pipelines and Red Sea internet cable damage last year—have heightened geopolitical concerns regarding infrastructure security, the UK-based International Cable Protection Committee states that accidental damage remains the leading cause of submarine cable failures, noting on its website an absence of verified state-sponsored sabotage incidents since World War II.

AI Evolution and the Rise of Undersea Wolf Packs

Artificial intelligence developments could further alter maritime security dynamics. The military researchers stated that autonomous underwater vehicles are evolving beyond simple reconnaissance platforms into combat systems capable of executing complex missions with minimal human oversight.

Future fleets could leverage AI to operate autonomously for weeks at a time without transmitting continuous signals or receiving commands, reducing detection risks and operating in coordinated formations described by the researchers as “undersea wolf packs” capable of patrolling, searching, and ambushing along cable routes.
