Meanwhile, Governor Shapiro signed an executive order requiring data center companies to increase transparency, cover their own energy needs, and protect the environment, while criticizing an unacceptable number of speculative proposals swamping the commonwealth.

Chris Borick, a political science professor at Lehigh University in Bethlehem, Pennsylvania, noted that elected officials were caught off guard by the speed and intensity of the shift in public attitudes. According to Borick, polling metrics in Pennsylvania and beyond show that citizens are dissatisfied with how the issue has been handled, creating a distinct challenge for incumbents.

National Opposition Grows Across State Lines

The friction between rapid technological expansion and local community resistance extends far beyond Pennsylvania. Governors across the political spectrum—including Democratic Governor Kathy Hochul in New York and Republican Governor Greg Abbott in Texas—have faced similar grassroots pressure and responded by calling for slowed development, according to NPR’s reporting.
