Lebanon Seeks Israel Talks Amidst Escalating Hezbollah Conflict

Lebanon’s President Joseph Aoun has called for direct negotiations with Israel, seeking a path to conclude the escalating conflict with Hezbollah. The move comes as Israeli strikes continue to target Hezbollah positions, particularly in Beirut’s southern suburbs, and as concerns grow over the potential for a wider regional war.

Aoun’s Four-Point Plan

President Aoun outlined a four-point plan during a virtual meeting with senior European Union officials on Monday, March 9, 2026. The plan calls for a “complete truce” to coincide with the disarmament of Hezbollah. Crucially, it likewise requests international assistance for the Lebanese Armed Forces to regain control of “areas of tension.”

The plan further proposes that Lebanon and Israel begin direct negotiations, under international sponsorship, to implement the outlined measures. Aoun emphasized the need for “permanent security and stability arrangements on our borders.”

Hezbollah’s Role and Criticism

President Aoun sharply criticized Hezbollah for its actions, accusing the Iran-backed group of dragging Lebanon into a wider regional war. He stated that the launch of rockets from Lebanon towards Israel was “a trap and an almost overt ambush” intended to provoke an Israeli military response and potentially lead to an invasion and occupation of Lebanese territory .

International Response and Concerns

While President Aoun has expressed Lebanon’s readiness to negotiate, he stipulated that talks cannot commence while the country remains under Israeli fire. Israeli officials have yet to publicly respond to the call for negotiations.

The conflict has already taken a devastating toll on Lebanon, with the United Nations reporting that over 700,000 people have been displaced, including 200,000 children, and hundreds killed in Israeli strikes over the past nine days . Many displaced individuals lack shelter and basic necessities.

Previous Ceasefire Attempts

A ceasefire agreement was reached in late 2024 after more than a year of Israeli operations in Lebanon, prompted by Hezbollah attacks following the October 7, 2023, Hamas attacks on Israel. That agreement stipulated that the Lebanese Army would disarm Hezbollah and deploy to areas it controlled. However, Israel did not fully withdraw its troops, citing concerns that the Lebanese Army was not deploying quickly enough and that a power vacuum could emerge .
