Apple Revamps iOS 28 Early Development

Apple has overhauled the internal development process for iOS 28 and macOS 28, shifting development time toward feature creation during early milestones, MobileApple reported.

The software overhaul, detailed by Bloomberg newsletter writer Mark Gurman and covered by tech outlets on November 8, 2026, alters the standard milestone rhythm Apple has used for years.

Apple traditionally divides its annual software planning into three main phases known as M1, M2, and M3. Each milestone usually spans 24 weeks total, split evenly into eight-week blocks of four weeks of coding and four weeks of feature convergence.

For the iOS 28 cycle, Apple shortened the integration phase of the first milestone to just two weeks while extending programming to six weeks. This shift grants a 50 percent increase in time for coding and exploring new features while cutting down initial integration demands.

The adjustment reflects advancements in agentic programming tools. The M1 milestone is already complete, shifting heavy feature integration burdens to later project stages.

M2 Phase Begins November 9 2026 with Internal Codenames

The second phase, designated M2, begins on November 9, 2026. During this stage, teams make final decisions on which features will secure approval for end users.

Employees have reportedly expressed satisfaction with the new schedule because it provides greater creative latitude before features are locked in stone.

Internal project codenames pair the upcoming operating systems together. iOS 28 and iPadOS 28 carry the internal designation “Bell,” while macOS 28 uses “Poppy,” combining internally as “Boppy.”

In comparison, iOS 27 and macOS 27 were called “Rave” and “Fizz,” creating the combined internal moniker “Rizz.”

Schedule for WWDC 2027 Release

Apple has not yet detailed specific user-facing features for iOS 28. The company is expected to unveil the software at its Worldwide Developers Conference in June 2027, alongside the launch of the first developer beta phase.

A wider public release is scheduled for September 2027. iOS 28 will serve as the software foundation for the anniversary iPhone slated for release that same month to mark the device line’s twentieth anniversary.

Engineering changes also stem from pressure at the executive level. Apple chief John Ternus is pushing for faster development cycles and product rollouts spread more evenly across the calendar year.

Ternus has urged software chief Craig Federighi to accelerate the software roadmap and move faster on artificial intelligence features beyond Siri upgrades.

Federighi took over broader software leadership following the departure of the company’s previous AI chief.

Some internal criticism targets his tight management style and short planning horizons of 12 to 18 months.

Meanwhile, Mike Rockwell, vice president for Siri engineering and Vision Pro, continues to weigh a potential departure in 2027. Apple has not commented on the internal development process changes.
