Europe Proposes "Reassurance Force" to Deter Future Russian Threats in Ukraine

Britain and France are leading the charge to create a European "reassurance force" designed to prevent future Russian attacks on Ukrainian cities, ports, and critical infrastructure following a potential US-brokered peace deal.

Force Composition and Aims

Western officials revealed that the proposed force would likely be composed of less than 30,000 troops, with a primary focus on air and maritime defense. Ground forces would be minimal, strategically positioned away from the frontline in eastern Ukraine.

The key objectives of this force include:

  • Safeguarding the reopening of Ukraine’s airspace for commercial flights.
  • Maintaining security for seaborne trade in the Black Sea, crucial for Ukraine’s food and grain exports.

  • Ensuring the integrity of Ukraine’s electricity grid and other vital utilities, repeatedly targeted by Russian airstrikes during the ongoing war.

Size and US Involvement

Western militaries remain relatively small, limiting the "reassurance force" to a relatively limited size in the low tens of thousands. A crucial aspect of the plan involves a US commitment to a "backstop," likely focused on air power and using bases in Poland and Romania.

Political Lobbying and Russia’s Response

UK Prime Minister Keir Starmer and French Prime Minister Emanuel Macron are scheduled to visit Washington next week to secure US President Donald Trump’s support for the "backstop."

Meanwhile, Russia has publicly expressed strong opposition to any NATO troop deployments in Ukraine, even under a different flag. Foreign Minister Sergei Lavrov stated that it would be "unacceptable" to them.

Current Situation and Future Prospects

Ukraine currently possesses significant US-supplied weaponry, considered by Western experts to be higher quality. This stockpiles should allow Ukraine to continue defending itself against Russian aggression for an extended period.

However, the concept of a European "reassurance force" is still in its early stages. Military proposals are being developed with the aim of being approved by European politicians and eventually integrated into a potential peace agreement between Russia and Ukraine.
