Emergency Aid for Bulgarian Farmers Starts November 5

Bulgarian farmers can apply for emergency state aid starting November 5 to offset rising costs for fuel and nitrogen fertilizers linked to the conflict in the Middle East. The government has allocated a total budget of 170 million euros for this initiative, which is divided into two distinct components. The first phase focuses on gas oil, while the second targets fertilizer costs. The Integrated Administration and Control System (ISAC) will automatically generate the required forms for candidates to sign.

Support for Gas Oil and Fertilizer Expenses

The aid eligibility criteria vary by component, with payments calculated and distributed sequentially. Farmers who submitted valid applications for the 2025 campaign under the state aid scheme for excise duty discounts on gas oil are eligible for the fuel subsidy. According to SFA guidelines, the individual aid for gas oil is calculated at a fixed rate of 0.44 euros per liter, based on fuel consumption reported during the 2024 calendar year. Once the fuel subsidy is finalized, the remaining budget will be distributed for nitrogen fertilizer support.

Cap Total Support per Enterprise

The program is open to farmers registered under Ordinance No. 3 of 1999 and tobacco producers registered under Ordinance No. 22 of 2016. However, total support is capped at 50,000 euros per enterprise for both categories combined. If a beneficiary reaches this limit through the gas oil subsidy, they are ineligible for additional fertilizer funding.

The Ministry of Agriculture and Food (MAF) clarified that if discrepancies are found during checks, farmers have five working days after the application deadline to correct their documents. Deputy Ministers Yanislav Yanchev and Krum Nedelkov confirmed that the ministry intends to complete payments according to the SFA schedule by December 20, as noted by the MAF.

Industry Tensions Over Crisis Support

While the “Iranian aid” package—the specific name used by the SFA for this emergency measure—begins November 5, broader tensions persist regarding other crisis interventions. According to nova.bg, some livestock farmers have expressed concern over the distribution of separate crisis aid, arguing that the selection criteria for eligible regions and species create inequality within the sector.

Farmers have organized protests to voice dissatisfaction with current agricultural policies and administrative requirements. As reported by sinor.bg, producers plan to demonstrate on November 11, citing that the drought in 2025 has affected the entire country, not just specific regions. In response, the Ministry of Agriculture is exploring options to redirect residual funds from milk and meat production support programs to assist farmers who do not meet the current eligibility criteria for the crisis measures.
