Chelsea Football Club has been issued a record fine of £10.75 million (approximately $13.6 million) by the Premier League for breaches of financial rules related to secret payments made during the ownership of Roman Abramovich. While avoiding a points deduction, the club faces a suspended transfer ban and an immediate academy transfer ban, as revealed by the International Consortium of Investigative Journalists (ICIJ) as part of its Cyprus Confidential investigation.

Details of the Sanctions

The Premier League’s sanctions include:

  • A £10.75 million fine.
  • A two-year transfer ban suspended for the next two seasons, triggering if further breaches occur.
  • An immediate nine-month ban on registering academy players.

Chelsea proactively self-reported the breaches, sharing over 200,000 documents with the Premier League, which was cited as a mitigating factor in avoiding a points deduction, according to the Associated Press.

The Investigation and Undisclosed Payments

The investigation focused on undisclosed payments made between 2011 and 2018 to agents, non-licensed intermediaries, and other parties related to player transfers. Transfers involving Eden Hazard, Samuel Eto’o, Willian, Ramires, David Luiz, Andre Schurrle, and Nemanja Matic were specifically named in the Premier League’s report, though the league clarified that there is no wrongdoing attributed to the players themselves, as reported by Sky Sports.

The Premier League determined that these payments, totaling £47.5 million, “occurred with the knowledge and approval” of former senior employees and/or directors. The transactions came to light during the due diligence process when the club was acquired by a new American ownership group in 2022.

Chelsea FC has fully cooperated with the investigation, self-reporting the irregularities to the Premier League, the Football Association, and UEFA. The club welcomed the Premier League’s recognition of its “exceptional cooperation” and stated that without its voluntary disclosures, many of the breaches might have gone undetected.

Chelsea was previously fined 10 million Euros in 2023 by UEFA after self-reporting historical transactions. The club continues to face potential sanctions from the Football Association over 74 charges of breaching agent regulations. Roman Abramovich, the former owner, also remains the subject of a criminal probe in Jersey related to allegations of corruption and money laundering.
