Chelsea Fined and Handed Suspended Transfer Ban for Historical Rule Breaches
Chelsea Football Club has been fined £10.75 million ($14m) and given a suspended one-year transfer ban following an investigation into historical breaches of Premier League rules. The sanctions stem from undisclosed payments made to players, unregistered agents, and other third parties between 2011 and 2018, a period during Roman Abramovich’s ownership of the club. Chelsea has been issued an immediate nine-month ban on registering academy players.
Investigation Details and Findings
The Premier League investigation, triggered by information shared by the club’s novel ownership consortium led by Todd Boehly in 2022, revealed that Chelsea made undisclosed payments totaling £47.5m to agents between 2011 and 2018 Sky Sports. These payments occurred with the knowledge and approval of former senior employees and/or directors, according to the sanction agreement.
Despite the breaches, the Premier League determined that even if these payments had been properly reported, Chelsea would not have violated the profitability and sustainability rules (PSR) ESPN.
Mitigating Factors and Sanctions
The Premier League acknowledged Chelsea’s “proactive self-reporting, admissions of breach and exceptional co-operation” as significant mitigating factors in determining the punishment ESPN.
The sanctions include:
- A £10.75 million fine.
- A suspended one-year transfer ban for first-team players, meaning it will only be enforced if further breaches occur.
- An immediate nine-month ban on registering academy players.
Additional Charges and Club Response
In addition to the Premier League sanctions, Chelsea faces 74 alleged breaches of the Football Association’s rules related to the same information ESPN.
Chelsea released a statement saying the club “voluntarily and proactively disclosed to all applicable regulators potential historical rule breaches, including incomplete financial reporting that took place over a decade ago” ESPN. The club cooperated extensively with the Premier League’s investigation, providing thousands of documents and responding promptly to all requests for information.
