José Llaven Villarreal, general director of the Certified State Trust Control Center (C3-Chiapas), confirmed that this figure represents 15 percent of the total of 6 thousand elements that were subjected to evaluation in that period. Purification is the immediate step: all troops who did not pass the tests are subject to administrative procedures to be separated from their duties, following government efforts to prevent the infiltration of crime.
The central objective of these reviews is to guarantee that each uniformed officer is suitable and reliable to provide security to the Chiapas population. Despite the magnitude of the failed elements, the total universe of public forces in the entity exceeds 20 thousand uniformed personnel, between municipal and state corporations.

- Psychological: Assesses mental stability and ability to handle high-pressure situations.
- Socioeconomic: Analyzes the financial and asset environment of cash to detect possible links or unexplained income.
- Polygraph (Lie Detector): Proof of honesty and integrity regarding improper conduct or relationships with organized crime.
The challenge of municipal reluctance and administrative logistics
The trust control process faces administrative and political obstacles at the local level. Ten of the entity’s 124 municipalities have not signed the necessary agreements for the review of their personnel, which creates a security vacuum in these municipalities. This reluctance complicates the state’s effort to standardize the trustworthiness of corporations.
Once a police officer fails the exam, the responsibility for his dismissal falls on the local administration. The C3-Chiapas notifies the respective city council, which must activate the administrative procedures to separate it from its functions.
Local governments are responsible for managing the resources coming from the Contribution Fund for the Strengthening of Municipalities (Fortamun). This fund is what covers operating expenses in public security, including payroll, the necessary training and the trust control exams themselves, as well as the equipment of the corporations.
To validate the objectivity and rigor of its evaluations, the State Certified Trust Control Center is also subject to external inspections. The head of the agency, José Llaven Villarreal, highlighted that the institution approved an audit in 2025.
The National Evaluation Center, the body that regulates all C3s at the national level, verified C3-Chiapas. In addition, the institution obtained certification from the Executive Secretariat of the National Public Security System. This reinforces the legitimacy of the results that led to the separation of the 900 failed personnel.
