City of Ottawa Ends Deal with Service Line Warranty Company
The City of Ottawa is cutting ties with Service Line Warranties of Canada (SLWC), a company that offered insurance-like plans for damaged service lines. The decision comes after months of resident complaints and concerns raised by city councillors about the company’s marketing practices.
Complaints Over City-Branded Mailouts
In October 2023, council members voiced numerous grievances regarding SLWC’s use of the City of Ottawa logo on mailouts sent to residents. This led to accusations that the company was misleading people into thinking the service was mandatory or city-endorsed, when in reality, it was an optional program.
Termination Agreement Due to Growth in Warranty Services
In a Monday news release, the city stated that the decision to end the agreement was primarily driven by the significant growth in the warranty and insurance coverage industry. This growth has created more options for residents seeking protection for their service lines.
“Ending this agreement is not a reflection of the services offered by SLWC and will not impact existing policies,” stated Tammy Rose, the city’s general manager of infrastructure and water services, in a memo to council. Adding, “It is important to note that the use of the City logo or corporate endorsement by SLWC will no longer be authorized.”
History of the Agreement
The original agreement between the City of Ottawa and SLWC, a subsidiary of the UK-based HomeServe, was signed in 2016. While the company provided a service, some councillors later expressed confusion about the nature of their vote at the time.
Looking Forward
The city’s 30-day termination notice has been issued, ending the partnership with SLWC. Residents with existing SLWC plans will not see immediate changes. However, the city’s decision emphasizes transparency and ensures residents are aware of the true nature of these optional service offerings.
