Bolivia Bolsters Climate Resilience with $75 Million Loan
Bolivia has taken a significant step towards bolstering its resilience against the increasing impacts of climate change through a $75 million loan secured from the Andean Growth Corporation (CAF). This initiative comes on the heels of devastating forest fires in the Santa Cruz department, highlighting the urgent need for robust climate action in the country.
The loan, formally approved by the Bolivian legislature on September 28th, will be instrumental in financing a comprehensive program focused on disaster risk management and climate adaptation.
Speaking during the legislative session, Minister of Development Planning, Sergio Cusicanqui, emphasized the importance of this financial support. "This loan is a critical step in equipping Bolivia to effectively manage the growing challenges posed by climate change," he stated. Deputy Ministers Juan Carlos Calvimontes (Civil Defense) and Antonio Mullisaca (Public Investments and Foreign Financing) echoed the sentiment, underscoring the necessity of proactive measures to protect livelihoods and ecosystems from the devastating impacts of extreme weather events.
The program aims to build institutional capacity and enhance coordination among various government agencies and local communities to ensure a swift and effective response to future emergencies.
Addressing Immediate Needs and Long-Term Resilience
Beyond rehabilitating infrastructure and communities affected by recent disasters, the program takes a proactive approach by focusing on risk reduction and climate adaptation. This includes strengthening early warning systems, improving land management practices to mitigate wildfires, and investing in climate-resilient infrastructure.
Notably, the Bolivian government has also undertaken immediate measures to bolster its firefighting capabilities. This includes contracting air tanker services and acquiring "watch boxes," which serve as proactive monitoring stations to detect and address potential fire outbreaks.
In addition to this CAF loan, Bolivia has recently secured a $250 million contingent loan from the Inter-American Development Bank (IDB). This second line of funding emphasizes the international community’s commitment to supporting Bolivia’s efforts to build resilience against climate change.

Experts stress the importance of collaborative efforts in addressing climate challenges. The Bolivian government’s cooperative engagement with international organizations and neighboring countries like Chile and Venezuela demonstrates a clear understanding of the need for a united front.
