Cork Coffee Dock Plans Rejected Amid Traffic and Safety Concerns

Plans for a new coffee dock on Douglas Road in Cork City have been definitively rejected following an appeal to An Coimisiún Pleanála, Ireland’s planning appeals board. The proposed development, spearheaded by Cudegde Ltd, was initially refused by Cork City Council due to concerns over traffic hazards and pedestrian safety.

Initial Proposal and Council Concerns

Cudegde Ltd first applied to Cork City Council in the summer of 2025 to establish a “self-contained” coffee and refreshment unit adjacent to Eldred Terrace. The site was characterized by the local authority as an “unregulated parking area” frequently used by residents of the terrace. A key issue raised by the Council was the absence of footpaths on the roadside, coupled with existing traffic congestion.

The Council determined that the development would “endanger public safety by reason of traffic hazard” and create a “serious pedestrian and vehicular conflict” on the busy suburban street. Officials found the proposal to be a “disorderly form of development” that would negatively impact the residential character of the area.

Resident Objections

Local residents voiced a range of objections, including concerns about land ownership, access to neighboring properties, the area’s planning history, potential noise pollution, traffic safety, and a planned residential development nearby.

Developer’s Appeal and Subsequent Refusal

Following the Council’s initial refusal, Cudegde Ltd appealed the decision to An Coimisiún Pleanála, presenting the concept as a “pocket park” with easily removable or adaptable seating and the coffee unit. However, An Coimisiún Pleanála upheld the Council’s decision last week, refusing permission on February 11, 2026.

The planning commission concurred with the Council’s assessment, emphasizing the risk to public safety due to traffic hazards. The Planning Officer acknowledged that the sale of takeaway coffee aligned with the objective of providing small-scale local services but ultimately deemed the proposal “haphazard and temporary” and detrimental to the area’s visual appeal.

Site Characteristics and Traffic Considerations

The proposed location on Douglas Road is situated between two signalized intersections and experiences regular traffic congestion, particularly as it serves as a bus route. The lack of footpaths on the southern side of the road further contributed to safety concerns. Inspectors also noted uncertainty regarding the retention of existing parking spaces.
