Roberto Ángel Domínguez Rodríguez, legislator from Morena, proposed adding article 48 Bis 6 to the Credit Institutions Law, to prohibit charging for issuing or printing account statements.
The initiative, handed over to the Finance and Public Credit Commission, aims to ensure that credit institutions cannot charge any fees for the issuance or printing of account statements requested by their clients, regardless of the number of times they are requested.
It states that the delivery of said documents must be carried out free of charge, clear and accessible, whether in a branch or through electronic means. Any contractual clause that establishes commissions or charges for this concept will be considered null and void.
In the explanatory statement, the legislator points out that charging for printing account statements has become a widespread practice that represents an unjustified expense for users and additional income for banks, particularly affecting those who require these documents for official procedures.
Considers that this act is disproportionate, since the real issuance costs are minimal and are included among the operating expenses of financial institutions; This practice constitutes a double commission contrary to the principles of proportionality and transparency established in financial legislation.
The impact on vulnerable sectors stands out, such as older adults and users without regular access to the internet, for whom the printed account statement is a necessity and not a preference, given that multiple public and private procedures continue to require physical documentation.
It emphasizes that the initiative harmonizes legislation with international practices, protects the user against unjustified commissions, promotes transparency and strengthens the relationship between citizens and the country’s financial system.
