Budget Sec. Pangandaman Urges Mainstreaming of Gender and Development in Budget Preparation

During the closing of the International Conference on Women, Peace, and Security (WPS) 2024 in Pasay City, Department of Budget and Management Secretary Amenah Pangandaman emphasized the importance of integrating gender and development (GAD) considerations into every stage of budget preparation.
“When you prepare the budget, the primary purpose is to give jobs, to give employment to the people. So, sana, when you propose your budget, whatever program, project, or activity, make sure that women are already included in your proposal,” Pangandaman stated at the press conference.
Philippines Outperforms GAD Allocation Targets
Pangandaman highlighted that the Philippines allocated 16.68 percent of the 2023 national budget for GAD, surpassing the mandated 5 percent requirement. This illustrates the government’s commitment to empowering women and promoting their equal participation in development.
Investing in Women’s Empowerment
To achieve these objectives, the government has implemented various WPS initiatives:
- Social protection programs: The Pantawid Pamilyang Pilipino Program (4Ps) extends additional grants to pregnant and lactating mothers, providing essential support during critical periods.
- Women’s economic empowerment: Programs like the Pondo sa Pagbabago at Pag-asenso (P3) Program offer resources and opportunities for women to establish their own businesses and improve their financial security.
- Climate resilience: The People’s Survival Fund (PSF) addresses the specific needs of women during climate crises and disasters, ensuring their safety and well-being.
- Peacebuilding: The PAyapa at MAsaganang PamayaNAn Program (PAMANA) strengthens peace initiatives and reconstruction efforts in the Bangsamoro Autonomous Region in Muslim Mindanao, creating a more inclusive and peaceful society.
Challenges and Future Directions
Philippine Commission on Women (PCW) Chairperson Ermelita Valdeavilla acknowledged the need for improvement in the submission of accomplishment reports for GAD budget implementation. The PCW, keen to monitor the effectiveness of these initiatives, requests annual performance reports from WPS agencies, aiming to ensure accountability and maximize the impact of allocated funds.
Valdeavilla further emphasized the need to allocate a greater proportion of the GAD budget to empowerment and participation programs, as compared to the current focus on protection and prosecution. This shift in focus will empower women and contribute to a more equitable and sustainable future.
