DOLE Extends Support to Dinagat Islands’ ‘Kasambahays,’ Reinforcing Labor Rights

BUTUAN CITY, Philippines – The Department of Labor and Employment (DOLE) recently concluded a learning session for 11 kasambahays (domestic workers) in the Province of Dinagat Islands, bolstering awareness of their rights and benefits under Republic Act No. 10361, also known as the “Batas Kasambahay” or Domestic Workers Act. The event, held on February 12, 2026, coincided with the observance of Araw ng mga Kasambahay (Domestic Workers’ Day).

Strengthening Compliance with Batas Kasambahay

The initiative, spearheaded by DOLE, aimed to strengthen compliance among employers and ensure that kasambahays in Dinagat Islands receive lawful compensation, benefits, and protection as mandated by national labor policies. The session included participation from employers and representatives from local government units.

Mandatory Benefits for Domestic Workers

DOLE Dinagat Islands Provincial Office Head John Ritche A. Tangpos emphasized the mandatory benefits entitled to kasambahays. These include 13th-month pay, service incentive leaves, and enrollment in social security programs as legal obligations of employers. Specifically, coverage under the Social Security System (SSS), PhilHealth, and the Pag-IBIG Fund is guaranteed by law. Republic Act No. 10361 details these protections.

Skills Development and Healthcare Access

The learning session also highlighted skills development opportunities for kasambahays. A representative from the Technical Education and Skills Development Authority (TESDA) presented competency assessment programs leading to national certifications. PhilHealth showcased its Yaman ng Kalusugan Program (YAKAP), offering preventive and primary care coverage to eligible domestic workers.

Additional Support Services

The Dinagat Islands Provincial Social Welfare and Development Office (PSWDO) outlined available welfare assistance services for kasambahays, although the Bureau of Fire Protection (BFP) conducted a safety orientation on fire prevention and emergency preparedness in households.

Empowering Domestic Workers

Janette, a participant from Barangay Santa Cruz, San Jose town, expressed gratitude for having an employer compliant with the law. She hopes the session will empower more kasambahays and employers to adhere to the legal standards for domestic work.

Protecting Rights and Welfare

Republic Act No. 10361 safeguards the rights of domestic workers against abuse, harassment, violence, economic exploitation, and hazardous working conditions, ensuring their safety and well-being. DOLE’s efforts in Dinagat Islands reflect a broader commitment to upholding these rights across the Philippines.
