Urgent Evacuations Ordered as Severe Tropical Storm Leon Threatens Philippines

Facing the threat of Severe Tropical Storm Leon, the Philippine government is urging immediate evacuations in high-risk areas. National Defense Secretary Gilberto Teodoro Jr., who also chairs the National Disaster Risk Reduction and Management Council, issued the directive to save lives and minimize potential casualties.
Reinforcing the urgency, the Department of the Interior and Local Government (DILG) issued a memorandum instructing local government units to comply with this mandatory evacuation order. DILG Officer-in-Charge Undersecretary Lord Villanueva stressed in a signed memorandum: “This measure is very crucial to save lives. Being proactive will save lives. It’s better to take action now than to regret later and lose lives.”
Secretary Teodoro emphasized the importance of proactive measures, particularly in areas like Bicol, which are currently grappling with flooding. “Let’s continue to be proactive,” he urged, “especially with Bicol’s current situation where several towns and cities remain under water. We always aim for zero casualty in the event of disasters, so we strongly urge the public to heed our protocols.” Local executives are tasked with implementing mandatory evacuations as needed, following Republic Act 10121 (Philippine Disaster Risk Reduction and Management Act) and the Local Government Code.
Government Assistance for Affected Communities
As the national government prepares for Severe Tropical Storm Leon’s intensification into a typhoon, relief efforts are already underway. Office of Civil Defense (OCD) administrator, Undersecretary Ariel Nepomuceno, reported the distribution of family food packs, hygiene kits, and other essential aid to thousands of families across various regions.
Nepomuceno highlighted the OCD’s preparedness, assuring that sufficient water filtration machines are available. “We have enough prepositioned items,” he stated.
Despite ongoing assistance efforts, challenges remain. While aid has reached a significant number of families in some regions, access remains limited in others. Nepomuceno acknowledged the need for continued focus on reaching affected communities in need, particularly in Eastern Visayas.
Agricultural Sector Preparedness
The Department of Agriculture-Disaster Risk Reduction and Management (DA-DRRM) is diligently working to mitigate potential damage to the agriculture sector.
Through prepositioning agricultural inputs and coordinating with local governments, the DA-DRRM aims to expedite recovery efforts for farmers potentially impacted by the storm
Over PHP2 billion in assistance is readily available to support approximately 74,554 affected farmers. This includes agricultural inputs, loanable funds, quick response funds, and indemnification funds.
