Dublin Doctor Faces Inquiry Over Insurance Fraud and Incorrect HRT Prescriptions
A Medical Council fitness-to-practise inquiry is underway concerning Dr. Chasib Al-Maliky, who allegedly submitted fraudulent professional indemnity insurance (PII) certificates for a decade and incorrectly prescribed hormone replacement therapy (HRT) to five patients.
Allegations of Insurance Fraud
Dr. Al-Maliky, based in Artane, Dublin, is accused of submitting false PII certificates to his employers, Locomotion Limited and Centric Health Ireland, between February 14th, 2014 and June 14th, 2024. The inquiry alleges he lacked appropriate PII coverage during several periods although working at Centric Health practices in Dublin and Bray, County Wicklow.
Specifically, the allegations detail a lack of appropriate PII between January 2015 and July 2017 (eight practices in Dublin), and again between July 2021 and March 2023 (ten practices in Dublin and one in Bray). The Medical Council alleges this constitutes professional misconduct.
Evidence presented by Rachel Lynch, business lead for the Medical Protection Society (MPS), indicated that Dr. Al-Maliky had not been insured with the MPS since 2012 and that the certificates submitted were significantly different from valid MPS-issued certificates. Source: Irish Times
Incorrect HRT Prescriptions
The inquiry also heard allegations that Dr. Al-Maliky incorrectly prescribed oestrogen without progesterone to five patients at Centric Health’s Donaghmede Medical Centre between April and July 2023. The Medical Council’s chief executive considers this to be poor professional performance. Taking oestrogen without progesterone can increase the risk of uterine cancer by thickening the uterine lining.
Financial Difficulties and Explanation
During a meeting in June 2023 with Centric Health Ireland representatives, Dr. Al-Maliky reportedly admitted to downloading the insurance certificates from the internet. He cited financial pressures, stating he was sending all his money home to his family and living in a single room.
