Norwegian Diplomatic Ties Scrutinized in Epstein-Bannon Investigation
Oslo is facing scrutiny as investigations into potential corruption involving former Norwegian Ambassador to the United Kingdom, Mona Juul, and her husband, Terje Rød-Larsen, intensify. The probe centers on their relationship with convicted sex offender Jeffrey Epstein and his ties to political strategist Steve Bannon, with questions arising over a potential meeting facilitated at the Norwegian embassy in London.
The Epstein-Bannon Connection and the Embassy Invitation
In 2018, Jeffrey Epstein sent a message to Steve Bannon informing him of an invitation to the Norwegian embassy in London. VG reports that it remains unclear whether the meeting actually took place. Terje Rød-Larsen, then president of the International Peace Institute (IPI), and Mona Juul, who served as Norway’s ambassador to the UK at the time, are now under investigation for potential corruption.
Allegations of Corruption and Undisclosed Benefits
Norwegian authorities are investigating whether the invitation to Bannon constituted a form of undue benefit or “consideration” in exchange for favors. According to VG, prosecutors are not specifying what benefit transfers are being investigated, but an apartment purchase at a significantly discounted price is also under scrutiny.
In 2018, Rød-Larsen and Juul purchased an apartment from former shipowner Morits Skaugen for 14 million Norwegian kroner – roughly half its market value. Skaugen has alleged he faced pressure and threats from Epstein related to the sale.
Defense Arguments and Ongoing Investigation
John Christian Elden, the defense attorney for Terje Rød-Larsen, argues that the claim of a quid pro quo – the embassy invitation as a benefit – is “a constructed problem.” He maintains that his client was unaware of any such consideration and that any meeting with Bannon would have been related to diplomatic curiosity regarding the Trump administration, not an improper exchange.
Mona Juul’s lawyer, Thomas Skjelbred, has previously stated that Juul believes there is no basis for the charges. Juul has stated that her contact with Epstein stemmed from her spouse’s relationship and that she did not have an independent professional or social connection with Epstein.
Bannon’s Role and Epstein’s Media Strategy
The investigation unfolds against a backdrop of previously revealed communications between Epstein and Steve Bannon. The Guardian reported in November 2025 that hundreds of texts show Bannon advising Epstein on legal and media strategies to mitigate the fallout from his criminal history and associations with powerful individuals. The pair reportedly discussed responses to public outrage and strategies to advance Bannon’s political agenda and the interests of Donald Trump.
Bloomberg reported on February 18, 2026 that Epstein valued a Norwegian diplomat and his ambassador wife for their network of officials.
