EU Imposes Stricter Age Verification Measures as Ad Revenue Declines
The European Union has announced new measures requiring social media platforms like TikTok, Instagram, and Snapchat to implement mandatory age verification for users under 18, according to a statement. This follows reports of a significant decline in advertising revenue across major platforms, raising concerns about the financial stability of tech companies.
EU Moves to Restrict Under-18s’ Access to Social Media
Under the proposed regulations, platforms must verify the age of all users within the EU, with non-compliance risking fines of up to a significant percentage of global annual turnover. The rules, part of the broader Digital Services Act (DSA), aim to protect minors from online harms, including exposure to inappropriate content and excessive screen time. “This is a critical step toward ensuring safer digital environments for young users,” said a European Commission official in a press release.

Ad Revenue Decline Sparks Industry Concerns
Simultaneously, reports indicate a sharp drop in advertising revenue for major platforms. According to a March 2024 report by the Interactive Advertising Bureau (IAB), ad revenue for social media companies fell significantly, with TikTok and Instagram experiencing the steepest declines. “The combination of regulatory pressures and shifting consumer behavior is creating a challenging landscape,” said IAB CEO David Cohen. The report attributes the drop to increased ad-blocking adoption and stricter data privacy laws.
Platform Responses and Compliance Challenges
TikTok, Instagram, and Snapchat have yet to issue formal responses to the new regulations, though industry analysts speculate they may face significant compliance costs. “Implementing age verification systems at scale is technically complex and expensive,” noted a 2023 analysis by Gartner. The European Commission has also signaled plans to establish a Digital Services Coordinator (DSC) to oversee enforcement, further increasing regulatory scrutiny.
