EU Invests €1.25 Billion in Hydrogen and Cross-Border Energy Infrastructure

In a major boost for the European hydrogen economy, the European Commission has announced a €1.25 billion ($1.3 billion) grant package to support 41 cross-border energy infrastructure projects. This funding includes over €250 million allocated to 21 hydrogen development studies.

Driving Hydrogen Market Growth

The EU states that this funding aims to “alleviate investment risks associated with this nascent market” and “complement hydrogen policy frameworks.” This significant investment highlights the EU’s commitment to accelerating hydrogen adoption and establishing a thriving market for green hydrogen.

Key Projects Receiving Funding

Several prominent hydrogen projects across Europe have secured substantial funding:

  • Spanish Hydrogen Backbone: €32.5 million ($33.8 million) for feasibility and design studies.
  • Nordic Hydrogen Route Feasibility and Design: €28 million+ ($29 million+) for detailed project plans.
  • BarMar-H2Med Hydrogen Interconnector: €28 million+ ($29 million+) to study the feasibility and design of a hydrogen pipeline.
  • Italy’s National Hydrogen Pipeline: €20 million+ ($21 million+) in funding for crucial development phases.
  • EmilHY France-Germany Hydrogen Power Plant Conversion: €20 million+ ($21 million+) to explore the conversion of existing power plants to hydrogen.

Connecting Europe’s Energy Future

The selected initiatives have been designated as Important Projects of Common Interest (IPCEI) and Projects of Mutual Interest (PMI), demonstrating their strategic importance for the EU’s energy landscape. This funding round follows the 2024 Connecting Europe Facility (CEF) call for proposals, with formal adoption expected soon. A new CEF energy call for proposals is anticipated later this year (2025).

First for Hydrogen and Offshore Grids

Dan Jørgensen, European Commissioner for Energy and Housing, underscored the significance of this funding announcement: “This is the first time that hydrogen and offshore electricity grid projects have been selected.” This marks a pivotal step towards integrating renewable energy sources and decarbonizing the European economy.

“Once completed, the successful projects will boost our efforts to decarbonise our economies and societies, integrating our energy markets and safeguarding our industry’s competitiveness,” added Jørgensen.

Continued Support for Hydrogen Projects

Last April, the EU awarded €424 million ($450 million) to energy infrastructure projects, with five hydrogen refueling stations in Poland receiving up to €29 million. This consistent funding demonstrates the EU’s unwavering commitment to advancing the hydrogen economy.
