Texas Metropolitan Blueprint: A Roadmap for Continued Prosperity
Texas, known for its booming economy and vibrant cities, faces unique challenges in ensuring continued growth and prosperity. Recognizing this, leading policy institutions have joined forces to develop a comprehensive five-year plan: the Texas Metropolitan Blueprint.
Developed collaboratively by the LBJ School of Public Affairs at the University of Texas at Austin, the Hobby School of Public Affairs at the University of Houston, and the George W. Bush Institute, the Blueprint outlines 27 actionable recommendations aimed at addressing the evolving needs of Texas’s 26 metropolitan areas, where 90% of Texans reside.
"This blueprint provides a roadmap, a playbook, with clear steps and priorities," emphasizes Pablo Pinto, director of the Center for Public Policy at the Hobby School. "By advancing this plan, we can position Texas metros as leaders in economic and social innovation — both today and in the future."
The Blueprint rests on three fundamental principles:
- Support Local Innovation and End Preemption: Empowering communities to prioritize initiatives tailored to their unique needs, rather than relying on one-size-fits-all state-level solutions.
- Invest in Infrastructure and Affordable Housing: Strengthening vital infrastructure, including water, energy, and broadband, while addressing housing affordability to ensure sustainable prosperity.
- Focus on Homegrown Talent-Driven Growth: Shifting from recruiting talent from other states to developing homegrown human capital through robust education, apprenticeships, skills-based certifications, and accelerated programs.
This strategic focus aligns policy and action at both state and local levels, recognizing the crucial role metropolitan areas play in shaping Texas’s future.
The Texas Triangle, encompassing Dallas-Fort Worth, Houston, San Antonio, and Austin, has emerged as one of the world’s most economically powerful regions. The Blueprint aims to ensure that this momentum continues, fostering innovation, inclusive growth, and a thriving quality of life for all Texans.
