FIFA Fines Israel FA for Discrimination and Racist Abuse
FIFA has imposed a fine of 150,000 Swiss francs (approximately $190,000) on the Israel Football Association (IFA) for multiple breaches of its anti-discrimination obligations, following complaints from the Palestinian Football Association (PFA). While FIFA has cleared Israeli settlement clubs to continue participating in competitions, the decision marks a significant rebuke of the IFA’s handling of discriminatory behavior within Israeli football.
PFA Complaints and FIFA Investigation
In October 2024, the PFA formally reported allegations of discrimination by the IFA to FIFA, triggering a disciplinary investigation . The investigation focused on issues including the participation of teams from settlements in the West Bank in Israeli national league competitions.
FIFA’s Decision: No Suspension, But a Significant Fine
FIFA ultimately decided against suspending the IFA, a measure requested by the PFA. However, the FIFA Disciplinary Committee determined that the IFA had committed multiple breaches of its obligations as a FIFA Member Association, specifically violating articles 13 (offensive behavior and violations of fair play) and 15 (discrimination and racist abuse) of the FIFA Disciplinary Code .
Specific Breaches and Sanctions
The disciplinary investigation highlighted “deficient and substantively inadequate” sanctions against Israeli club Beitar Jerusalem for racist and discriminatory behavior . FIFA’s sanctions include:
- A fine of 150,000 Swiss francs.
- A formal warning regarding the IFA’s conduct.
- A requirement to implement a prevention plan, allocating one-third of the fine towards this initiative.
- Displaying a banner reading “Football Unites the World – No to Discrimination” alongside the IFA logo at the next three FIFA competition matches hosted in Israel.
FIFA’s Stance on Geopolitical Conflicts
FIFA President Gianni Infantino emphasized that the organization cannot resolve geopolitical conflicts, but remains committed to using football as a tool for peace and dialogue. “FIFA can’t solve geopolitical conflicts,” Infantino stated, “but we are committed to using the power of football and the FIFA World Cup to build bridges and promote peace” .
Ongoing Dialogue and Monitoring
FIFA will continue to facilitate dialogue between the PFA and the IFA at an operational level, promoting structured interaction and monitoring developments. The organization stated that the final legal status of the West Bank remains an unresolved and complex matter under international law .
