Flevoland Deploying ‘Focus Flash’ to Combat Mobile Phone Leverage While Driving

Motorists in the Dutch province of Flevoland are facing increased scrutiny as the Public Prosecution Service (OM) rolls out its “Focus Flash” technology to detect drivers using mobile phones behind the wheel. The system, which utilizes artificial intelligence (AI), will initially be deployed on the Biddingringweg in Dronten.

What is the Focus Flash?

The Focus Flash is a speed camera equipped with AI-powered technology designed to identify drivers holding mobile phones while operating a vehicle. The camera captures images of drivers, and the AI analyzes the footage. If a mobile phone is detected, a human officer from the Central Judicial Collection Agency (CJIB) reviews the image to confirm the violation.

Enforcement and Penalties

Drivers caught using their mobile phones while driving face a fine of 440 euros, excluding administrative costs. Drivers who receive a ticket can view the photographic evidence online, with the co-driver’s image obscured for privacy.

Location and Deployment Strategy

The initial deployment location on the Biddingringweg, between De Wissel and the railway viaduct, was selected due to high traffic volume and a history of accidents, including fatalities in the previous year. A new roundabout was constructed near Dronten in November to improve road safety. The Public Prosecution Service strategically places the Focus Flash on N-roads and busy roads in built-up areas.

Previous Deployments in Flevoland

Prior to the Biddingringweg, the Focus Flash was tested along the N307 between Kampen and Dronten, and on the road between Harderwijk and Zeewolde. The Public Prosecution Service aims to move the device to new locations every two to three months to maintain a surprise effect and monitor traffic patterns across the province. Currently, there are two to three additional locations within Flevoland being considered for future deployment, but their exact locations are being kept confidential.

Legal Considerations

While simply having a mobile phone in the car (e.g., on the lap or passenger seat) is not explicitly prohibited, the Public Prosecution Service advises against it. Using a mobile phone in a holder is also not without limitations; if it creates a dangerous situation, it is punishable under general traffic rules.

Broader Implementation

The Public Prosecution Service began rolling out the Focus Flash throughout the Netherlands in May 2023, alongside the use of flex speed cameras, which are mobile speed cameras moved to different locations regularly.
