Apollo Beach Businessman Charged in $4.8M COVID-19 Fraud Scheme

Caleb Walsh, 36, of Apollo Beach, Florida, faces up to 30 years in federal prison for allegedly defrauding the U.S. Small Business Administration (SBA) of $4.8 million in COVID-19 relief funds. The U.S. Department of Justice announced the charges on March 16, 2026, alleging Walsh submitted false and fraudulent Paycheck Protection Program (PPP) loan applications.

Details of the Alleged Fraud

According to the indictment, Walsh devised a scheme between March 2020 and March 2021 to defraud multiple federally-insured financial institutions by submitting fraudulent PPP loan applications in the names of several companies he controlled. These companies include Columbus Partners Community Trust, JonRuth Capital Inc., Midwest by South LLC, Urban Bay Housing Fund LLC and Parks Management LLC.

Walsh is accused of misrepresenting the number of employees, average monthly payroll costs, and falsely certifying that the PPP funds would be used for permissible expenses. He also allegedly submitted false IRS tax forms and altered bank statements to support his claims.

Illegally Obtained Assets

The government intends to seek forfeiture of Walsh’s alleged ill-gotten gains, which include:

  • $4,823,233 in funds
  • A 2020 Mercedes Benz G550 SUV
  • A hotel in Lincoln, Nebraska
  • $117,534 in Bitcoin cryptocurrency

The indictment alleges Walsh used the fraudulently obtained funds to purchase a luxury vehicle, invest in a hotel, acquire cryptocurrency, and finance private jet flights to Mexico for himself and his family.

Investigation and Prosecution

The case is being investigated by the COVID-19 Fraud Enforcement Task Force, formed in May 2021 to combat pandemic-related fraud. The investigation involved the Federal Deposit Insurance Corporation Office of Inspector General, the IRS Criminal Investigation bureau, the FBI, and the U.S. Small Business Administration. The prosecution is being handled by Special Assistant U.S. Attorney Chris Poor.

This case is part of a broader effort to address COVID-19 relief fraud. In December 2025, eleven individuals, some from the Tampa Bay area, were indicted for similar offenses according to WFLA News Channel 8. Caleb Walsh’s younger brother, Tampa businessman Caleb Walsh, was also implicated in a separate investigation.

Federal investigators previously scrutinized Caleb Walsh’s COVID-19 aid loans in July 2023, after reports surfaced regarding loans received by his companies as reported by the Orlando Sentinel.
