Organization Behind the Training Initiative
The United States Concealed Carry Association is leading the effort to host at least 250 free training classes nationwide. According to the organization, the classes aim to deliver practical, state-specific instruction and support individuals seeking concealed carry permits where legally permitted.
Connection to Department of Defense Policy
The training program was announced after Secretary of Defense Pete Hegseth issued an April 2 directive authorizing off-duty servicemembers to carry private firearms on military bases. The memo instructed installation commanders to approve such requests unless there is a compelling reason not to.
A Navy spokesperson confirmed that even as no policy changes have yet taken effect at installations in Hampton Roads, leadership is reviewing the directive and anticipating potential updates.
Goals of the Free Training Classes
Spencer Rands, vice president of partner marketing at Delta Defense — the parent organization of the United States Concealed Carry Association — stated that the timing of the 250-class initiative aligns with both the Secretary’s announcement and the nation’s 250th anniversary.
The association emphasized that the curriculum focuses on two core objectives: ensuring participants understand applicable state and local firearms laws, and promoting safe handling practices, including secure storage of firearms in homes with children.

The free classes are being offered across the United States, including in the Hampton Roads region of Virginia. The program is open to active-duty military personnel, reservists, veterans, and their immediate family members.
