Table of Contents

The Ukrainian parliament, the Verkhovna Rada,is experiencing disruptions as lawmakers attempt to address a corruption scandal involving several high-ranking officials.Specifically, the rada is attempting to question Minister of Justice German Galushchenko and Energy Minister Herman Halushchenko regarding allegations of corruption within the energy sector, notably at JSC Energoatom. As of November 19, parliamentary proceedings are stalled due to ongoing obstruction, with deputies speaking from their seats.

Parliamentary Proceedings and Invitations

On November 19th, the Verkhovna Rada took a break for consultations between parliamentary leadership and faction leaders, resuming at 12:40 PM. This followed a vote to summon Prime Minister Yulia Sviridenko, Minister of Justice German Galushchenko, and Energy Minister Herman Halushchenko to parliament by 1:00 PM to discuss their resignations. https://www.unian.net/politics/rada-blocked-galushchenko-and-grischuk-did-not-appear-in-parliament-12473999.html 200 deputies supported inviting the Prime Minister and Ministers.

Notably, People’s Deputy Maryana Bezugla publicly stated that Energy minister Herman Halushchenko had allegedly left Ukraine. Additionally, the Rada voted to invite Rustem Umerov, the Secretary of the National Security and defense Council, with 155 deputies in favor. Neither Galushchenko nor Halushchenko appeared in parliament on November 19th.

The Corruption Scandal at Energoatom

The situation stems from audio recordings released by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized anti-Corruption Prosecutor’s Office (SAPO) last week. These recordings allegedly detail a large-scale theft scheme at JSC Energoatom, Ukraine’s national nuclear energy company, and reportedly include conversations involving former Energy Minister (and current Justice Minister) German Galushchenko.https://www.unian.net/politics/rada-blocked-galushchenko-and-grischuk-did-not-appear-in-parliament-12473999.html

In response to the allegations, the goverment removed German Galushchenko from his position as Energy Minister on November 12th. President Volodymyr Zelenskyy announced a extensive cleanup and restructuring of the management at JSC NNEGC energoatom and announced sanctions against individuals implicated in the NABU inquiry. Zelenskyy stated that both the Minister of Justice and the Minister of Energy could not continue in their roles.
