Nickolay Mladenov Leads Gaza Reconstruction Efforts Amidst Ongoing Challenges

Nickolay Mladenov, the former UN Special Coordinator for the Middle East Peace Process, is now central to the implementation of a US-backed plan to rebuild Gaza and transition away from Hamas rule. His appointment as director-general of the US-proposed “Board of Peace” marks a critical phase in the fragile ceasefire between Israel and Hamas, despite ongoing violations by Israel .

Background and Experience

Nikolay Evtimov Mladenov, born May 5, 1972, is a Bulgarian politician and diplomat with a distinguished career in both national and international roles. He previously served as Bulgaria’s Minister of Defense (2009-2010) and Minister of Foreign Affairs (2010-2013) under Prime Minister Boyko Borisov . Before his cabinet positions, he was a Member of the European Parliament from 2007 to 2009.

Mladenov’s UN career includes serving as the Special Representative for Iraq and Head of the United Nations Assistance Mission for Iraq (UNAMI) from 2013 to 2015, and as UN Special Coordinator for the Middle East Peace Process from 2015 to 2020 . His tenure as UN envoy earned him a reputation for being able to engage with all parties involved in the Israeli-Palestinian conflict .

The Comprehensive Plan and the Board of Peace

The current initiative, a 20-point US plan, aims to establish a transitional administration led by Ali Shaath, a former Palestinian Authority (PA) deputy minister, to replace Hamas rule in Gaza . Mladenov’s mandate focuses on overseeing this transition and implementing a framework for the decommissioning of armed groups, a process described as a euphemism for ending Hamas’s military power .

The plan builds upon resolutions 2334 (2016) and 2803 (2025), with the latter endorsing the Comprehensive Plan and authorizing the establishment of an International Stabilization Force (ISF) . Indonesia, Morocco, Kazakhstan, Kosovo, and Albania have pledged troops to the ISF .

Key Challenges and Ongoing Concerns

Despite the initial success of the first phase of the plan – securing a ceasefire last October – significant challenges remain. Approximately 1.4 million people in Gaza remain displaced . Mladenov emphasizes that decommissioning of armed groups must proceed in parallel with a staged Israeli withdrawal to ensure credibility .

The UN report to the Security Council similarly highlighted continued Israeli settlement activity in the occupied West Bank and East Jerusalem, with over 6,000 housing units advanced or approved during the period ending March 13th . Demolitions of Palestinian structures and incidents of violence also continue to be a concern.

The Path Forward

Mladenov stresses that the full implementation of the Comprehensive Plan is crucial not only for Palestinian self-determination and statehood but also for Israel’s long-term security . He asserts that a lasting solution requires a reformed Palestinian Authority capable of governing both Gaza and the West Bank, and a two-state solution . The UN stands ready to support the National Committee for the Administration of Gaza in providing public services, humanitarian aid, and laying the groundwork for reconstruction .
