German Businesses Face Mounting Bureaucratic Burden, IW Study Reveals
Despite political assurances to the contrary, the bureaucratic burden on businesses in Germany has significantly increased in the past three years, according to a recent study by the Institut der deutschen Wirtschaft (IW). The findings highlight growing frustrations among companies regarding leisurely administrative processes, rigid regulations, and a lack of skilled personnel within government agencies.
Rising Bureaucratic Costs
Approximately 80 percent of companies in Germany report an increased workload related to fulfilling legal reporting and documentation requirements over the last three years. More than half describe this increase as substantial. This data comes from a representative IW survey conducted in autumn 2025, encompassing over 1,000 businesses. A mere 1.5 percent of companies reported a decrease in bureaucratic burden, while nearly 20 percent observed no change.
Key Concerns: Speed, Flexibility, and Expertise
Businesses cite several key issues with German administrative processes. Around 70 percent find procedures too slow, while over 60 percent believe that existing discretionary powers are not utilized sufficiently. Approximately half of the companies surveyed expressed concerns about a lack of capacity in processing applications or doubts about the professional expertise within government administrations. Historically, German authorities have been known for their high level of specialized competence.
Demand for Streamlined Regulations and Increased Accountability
Businesses are calling for fewer regulations and are willing to accept stricter liability in return. Over 90 percent of companies identify reducing the complexity of EU regulations as the most important step towards reducing bureaucracy. Around three-quarters believe a centrally organized, digital administration would provide relief. More than 60 percent advocate for reduced liability risks for administrative staff when making decisions, to facilitate faster processing times. Many companies would be prepared to accept stricter liability rules if the legislature refrained from further detailed legal requirements.
