Harris County District Attorney Sean Teare has launched an investigation into the death of Lorenzo Salgado, a Mexican national who was fatally shot by a U.S. Immigration and Customs Enforcement (ICE) agent in Houston on Tuesday.

Lorenzo Salgado was killed on Tuesday while traveling to work in a vehicle with his brother and two other colleagues. According to testimony provided by his son, Roberto, the vehicle was intercepted by several unmarked cars operated by ICE agents.
A DHS spokesperson told EFE that Salgado ignored instructions from agents and attempted to drive his vehicle toward them. The agency maintains that the officer involved fired his weapon in self-defense. Salgado, who had resided in the Houston area for over 30 years, was transported to a local hospital where he was pronounced dead. The Harris County Medical Examiner’s Office ruled the death a homicide, confirming he died from a gunshot wound to the torso.
Conflict Over Investigative Access
District Attorney Sean Teare reported that his office has faced significant hurdles in obtaining evidence for its independent investigation. While investigators from the Harris County District Attorney’s Office visited the scene and secured some surveillance footage, Teare noted that they have not received the same level of cooperation typically afforded to local law enforcement during officer-involved shootings.
“My office is conducting an investigation,” Teare stated during an interview with Houston Public Media. “If a state crime was committed, whether that is murder, manslaughter, or tampering with evidence, we are going to investigate it.” Teare emphasized that federal employment status does not provide immunity from state-level criminal prosecution.
Federal Oversight and Precedent
The DHS Office of the Inspector General (OIG) has initiated a federal investigation into the shooting.
The tension mirrors legal disputes in other jurisdictions. In January, federal agents were involved in operations in Minnesota that resulted in deaths, leading to similar jurisdictional challenges. In those instances, federal authorities frequently asserted that local jurisdictions lacked the authority to prosecute federal agents acting in the line of duty.
