The Trump administration is elevating oversight of foreign labor programs, signaling a sharp shift toward stricter enforcement. Vice President JD Vance announced the campaign during a visit to the Wisconsin Air National Guard’s 128th Air Refueling Wing, framing the effort as a defense of taxpayer interests and domestic employment.

“If you are trying to take advantage of that visa program, you are not allowed into the United States of America,” Vance stated. He emphasized that the administration intends to stop corporations from using visa pathways to bypass hiring American workers. Inspector General Anthony D’Esposito confirmed his office is actively pursuing leads and tracking potential violations.
Uncovering Coercive Wage-Kickback Schemes
The investigation focuses on systemic abuse within the H-1B and PERM categories. While these programs were created to help U.S. employers hire foreign workers for specialised roles, official statements indicate that investigators have uncovered schemes where employers and labor brokers submitted fraudulent applications.
Federal officials argue that these arrangements often involve coercive wage-kickback schemes, where foreign workers are exploited. Such practices distort the intended purpose of the system, which is to address genuine labor shortages rather than to line the pockets of bad actors at the expense of American jobs.
Targeting Corporate Misconduct
Inspector General D’Esposito noted that whistleblower reports have directed investigators toward some of the biggest companies, including Cognizant. The OIG has pledged to follow every lead to ensure that corporations are held accountable for their role in the alleged misuse of federal immigration programs.
