London Remains Europe’s Top City for Investment and Talent in 2026

London has retained its position as the leading European city for attracting investment, talent, and visitors, according to the fourth annual Europe’s Best Cities report released by Resonance Consultancy on March 11, 2026. The report highlights a growing disconnect between a city’s performance and global perceptions, a gap that is becoming increasingly critical for economic success.

The Widening Perception Gap

Resonance Consultancy’s report reveals that nearly half (49%) of global destination preference now points to Europe, an increase from 41% the previous year. Yet, the correlation between a city’s actual performance and how it is perceived globally is only 0.54. This gap presents a significant advantage for cities that can effectively align their infrastructure, policies, and lived experiences with a compelling narrative for investors, employers, talent, and tourists.

Key Findings from the Report

Jeremie Feinblatt, Principal at Resonance Consultancy, emphasizes that Europe’s leading cities are adapting to disruption and turning it into an opportunity for progress. “The perception gap is now a balance sheet issue. It influences investor shortlists, employer confidence and visitor spend,” he stated. Cities that successfully combine investment in essential services – housing, mobility, public spaces, and safety – with a strong narrative are poised to thrive.

  • Visitor Management: Growing visitor numbers necessitate modern operating models that balance tourism with the needs of residents.
  • Talent Acquisition: Walkability, public transport, health outcomes, and affordability are increasingly important factors for attracting and retaining talent.

The report highlights specific strategies employed by the top three cities:

  • London: Continues to reinvent itself in business, culture, and connectivity, with international traveler spending reaching nearly €18.9 billion in 2024 and strong airport connectivity.
  • Paris: Is transforming urban ambition into everyday life through investments in cycling infrastructure (over 1,000 kilometers of cycle paths) and pedestrian spaces (over 100 hectares added since 2020), as well as expanding its public transport network.
  • Berlin: Combines cultural appeal with innovation infrastructure, exceeding 30.6 million hotel room nights in 2024 and undertaking major redevelopment projects like the transformation of Tegel Airport into Berlin TXL.

Methodology

Resonance Consultancy’s ranking is based on its proprietary Place Power™ Score, which combines performance and perception across three pillars: livability, attractiveness, and prosperity. The 2026 ranking assessed metropolitan areas with populations over 500,000, using 47 metrics across 33 subcategories, along with user-generated signals from online platforms and the Ipsos Perception Study. Ipsos surveyed 5,000 people in 10 European countries to gauge their preferences for cities to live in, visit, and work in. Climate risk data was provided by AlphaGeo. Russian cities were excluded from the ranking, consistent with the approach taken since 2022.
