Louisiana Bill Requires Pregnancy Resource Information in Student Health Centers

A Louisiana bill, Senate Bill 310, is currently under consideration by state lawmakers that would require public high schools, colleges and universities to post signs in student health centers providing information on available pregnancy resources. The measure, dubbed the “Signs of Hope Act” by supporters, aims to connect students facing unplanned pregnancies with support services.

Bill Details and Intent

Introduced by State Senator Heather Cloud (R-District 28), Senate Bill 310 mandates the display of signs approved or provided by the Louisiana Department of Health, or its designated nonprofit organization, in student health centers. According to Senator Cloud, the bill is “about awareness and access,” directing students to a network of medical care, financial assistance, counseling, and ongoing support. The signs would be funded through private donations, with no state funds allocated to the initiative.

Support for the Bill

Pro-life advocates, including Louisiana Right to Life, endorse the bill, believing it will help young people in need of support. LSU student Laura Nichols also voiced her support, stating that increased access to information empowers students to make informed decisions. “The more information that you have and the more access you have to resources, you’re able to make a better choice,” Nichols said.

Concerns and Criticisms

However, the bill has drawn criticism from pro-choice groups like 10,000 Women Louisiana. Concerns center around the state’s high teen pregnancy rate and questions regarding the lawmakers’ policy goals. Melissa Flournoy, board chair of 10,000 Women Louisiana, questioned the intent, suggesting a need for accurate health information and oversight of pregnancy crisis centers. Flournoy also raised concerns about supporting young people in pursuing education and financial stability before starting families.

Legislative Status

As of March 26, 2026, Senate Bill 310 has passed out of committee and is scheduled for a vote on the Senate floor on March 30, 2026. The bill previously underwent committee amendments on March 23, 2026, and was reported with amendments on March 18, 2026.
