MMDA Implements Four-Day Workweek, Energy Conservation Measures

The Metropolitan Manila Development Authority (MMDA) has implemented a four-day workweek and a series of energy conservation measures, following a directive from President Ferdinand Marcos Jr. To reduce electricity and fuel consumption as reported by MSN. This move comes amid concerns over potential energy challenges stemming from the ongoing situation in the Middle East.

New Work Schedule Details

The new work schedule, outlined in MMDA Memorandum Circular No. 05, Series of 2026, takes effect on Monday, March 9, and applies to “selected personnel performing support functions within the MMDA New Building in Pasig City” according to Head Topics. Affected employees will work ten hours a day, from Monday to Thursday, fulfilling the standard 40-hour workweek. Fridays through Sundays will be non-working days.

Energy Conservation Measures

In addition to the adjusted work schedule, the MMDA is implementing several energy-saving measures. Office air conditioners will be maintained at a thermostat setting of 24°C, and lights and non-essential electrical equipment must be turned off during lunch breaks as detailed by Head Topics. Overtime service, with pay, is prohibited except on Saturdays or holidays.

Exemptions and Service Adjustments

The four-day workweek does not apply to personnel performing essential, field, operational, or emergency response functions outside the MMDA Main Building, nor does it affect those under the Operations Monitoring and Control Group—Metrobase and the No Physical Contact Policy Program (NPCCP) as stated in the MMDA memorandum. Shuttle services will be suspended, with the exception of the C-5, Pasig City to EDSA (SM Megamall) route and its return trip.

President Marcos Jr.’s Directive

The MMDA aims to optimize office resource leverage, reduce energy consumption, and maintain uninterrupted public services through these measures.
