Dutch Asylum System Faces Continued Strain as Promises Unfulfilled
The Netherlands’ asylum system continues to grapple with significant challenges, including overcrowding and delays in processing applications, despite pledges from caretaker asylum minister Mona Keijzer to alleviate the pressure. Recent reports indicate limited progress in reducing the number of asylum seekers, particularly those considered “safe travelers,” at the Ter Apel reception center.
Limited Progress on Reducing ‘Safe Travelers’ in Ter Apel
Burgemeester Jaap Velema of the municipality hosting Ter Apel has reported minimal success in fulfilling Keijzer’s commitment to swiftly decrease the number of asylum seekers with limited chances of receiving asylum. While a slight reduction of approximately 20% has been observed since Keijzer’s visit in December 2025, Velema characterizes this progress as “exceptionally little” over a period of one and a half months. Efforts to Free Up Asylum Center Space
Keijzer had previously announced plans in September 2025 to lower the criteria for family reunification to create approximately 2,000 additional spaces in asylum centers, aiming to ease the overcrowding at Ter Apel. NL Times The proposed shift would move from a “no, unless” approach to a “yes, provided that” policy regarding family members joining refugees. However, the implementation of these measures and their impact remain to be fully realized.
Ongoing Overcrowding and Capacity Issues
Despite these efforts, the Ter Apel reception center continues to operate above its legally permitted capacity of 2,000 asylum seekers. The closure of additional reception locations and the planned closure of the emergency reception center in Biddinghuizen in the spring are expected to exacerbate the situation. Many municipalities are delaying decisions regarding the establishment of recent asylum seekers’ centers (azc’s) in anticipation of upcoming municipal elections.
Concerns from Local Authorities
Local authorities have expressed frustration with the lack of tangible results from promises made by the central government. The municipality of Almelo has voiced concerns over the placement of families in hotels for extended periods, citing pressure on the local housing market. HeadTopics
Minister Keijzer’s Additional Measures
During a visit to Ter Apel in December 2025, Keijzer pledged to address issues surrounding the asylum reception center, including providing compensation to local entrepreneurs affected by the situation. Vandaag Inside She also proposed reducing the group of 300 individuals with limited asylum prospects to 100 by redistributing them to azc’s across the country and increasing the placement of family members in existing housing. Keijzer intends to reinstate the presence of the foreign police in Ter Apel to address issues of shoplifting, fare evasion, and intimidation.
Looking Ahead
With the transition to a new asylum minister, Bart van den Brink (CDA), Burgemeester Velema intends to initiate discussions regarding the ongoing challenges in Ter Apel. The future effectiveness of the Dutch asylum system will depend on the successful implementation of new policies and sustained cooperation between national and local authorities.
