Netherlands Power Grid Faces Overload, Threatening New Connections

The high-voltage electricity network in the Dutch provinces of Utrecht, Gelderland, and Flevoland is nearing full capacity, raising concerns that new housing projects and businesses may be unable to secure power connections later this year. Grid operator TenneT has issued warnings about the increasing strain on the network and is calling for urgent intervention to prevent a potential standstill in development.

Grid Congestion and Potential Connection Halt

TenneT’s assessment, reported on February 12, 2026, indicates that the current infrastructure is struggling to meet rising electricity demand. Without swift action, a halt to new connections for both residential and commercial developments is a real possibility. This situation impacts not only future growth but also existing plans for expansion and modernization within these provinces. Nltimes.nl reports that the grid operator plans to consult with national and local authorities, regional network managers, and industry representatives to explore potential solutions.

Government Response and Concerns

The warning from TenneT was raised during a parliamentary debate where outgoing Climate and Energy Minister Sophie Hermans acknowledged the “far less positive” outlook and the “potentially major consequences” for Flevoland, Gelderland, and particularly Utrecht. Hermans expressed frustration, noting that measures to mitigate grid congestion have been in place for years, but essential infrastructure expansion is a long-term project. She emphasized the need for thorough assessment and a “second opinion” before implementing significant measures, all while maintaining full consultation with provincial and regional stakeholders.

Urgent Interventions Needed

TenneT has identified several “powerful interventions” necessary to alleviate the pressure on the grid. These include the rapid construction of the high-voltage station Utrecht-Noord. RTV Utrecht highlights the need for measures to prevent “grootschalige storingen en stroomuitval” (large-scale disruptions and power outages). The grid operator also proposes encouraging reduced electricity consumption during peak hours and initiating a broader discussion about increasing the load capacity of the existing network, despite the inherent risks.

Existing Measures Insufficient

While efforts have been underway to manage electricity demand, TenneT states that these measures are no longer sufficient to address the growing strain. NU.nl reports that necessary upgrades and expansions to the power grid are not being completed quickly enough to keep pace with demand. The problems initially surfaced in 2022, leading to a waiting list for large-scale electricity consumers, and the risk is now extending to smaller connections.

Regional Impact

The situation is particularly critical in Utrecht, where the high-voltage grid has already reached its limits. TenneT confirms that despite previous measures, the electricity network in Flevopolder, Gelderland, and Utrecht has reached its boundaries.

The provinces and industry groups are calling for urgent debate and short-term measures to address the full power grid.
