A new 55-meter observation wheel has begun test operations at Minny Gorodok park in Vladivostok as of July 4, marking a significant step in the ongoing revitalization of the historic urban space. The attraction, which features 24 enclosed cabins, is currently open to the public daily, with a formal grand opening scheduled for the Eastern Economic Forum (EEF) in September.
Current Status and Operational Details
The observation wheel, the largest of its kind in Vladivostok, officially entered its testing phase following a brief delay caused by morning rain and wind conditions. According to park administration, safety protocols strictly dictate that the attraction cannot operate during heavy rain, thunderstorms, high winds exceeding 15 m/s, or under storm warnings.

The wheel operates daily, with weekday hours from 10:00 to 21:00 and weekend hours from 10:00 to 22:00. Tickets are priced at 450 rubles on weekdays and 600 rubles on weekends. Each of the 24 cabins can accommodate up to six passengers, completing a full rotation in approximately seven minutes.
Safety and Accessibility
While the wheel is now open, the broader reconstruction of Minny Gorodok park remains in progress. Visitors accessing the wheel currently traverse a site that includes ongoing construction, with gravel paths and occasional uneven ground.
"The park administration confirms that the wheel is engineered to function in temperatures ranging from -20 °C to +40 °C," according to official operational guidelines. The automated safety systems are designed to prevent operation during adverse weather to avoid risks such as drive slippage or mechanical imbalance caused by precipitation.
Historical Context and Development
The installation of this 55-meter structure represents a return of panoramic attractions to Minny Gorodok. A smaller observation wheel previously operated in the park during the 1980s but was dismantled after the park fell into disrepair following 1991.

The current project is part of a multi-stage development plan for the park. While the full park remains under construction, a dedicated zone for children’s attractions was opened in June, serving as the first phase of the site’s modernization. The new wheel is positioned slightly apart from the footprint of the original 1980s attraction and is oriented differently to maximize structural stability and views.
Key Operational Facts
- Height: 55 meters.
- Capacity: 24 cabins, each seating up to six people.
- Rotation Time: 7 minutes per full circle.
- Operating Limits: Winds up to 15 m/s; temperatures between -20 °C and +40 °C.
- Weather Restrictions: Automatic shutdown protocols for lightning, heavy rain, or icing.
Visitors are advised that visibility from the top of the wheel can be significantly impacted by local weather, particularly fog, which is common in the coastal environment of Vladivostok. The park administration recommends checking weather conditions before arrival, as the attraction will suspend operations during inclement weather in accordance with its mandatory safety manual.
