Russia Introduces Unified Safety Standard for Educational Equipment

For the first time, Russia is implementing unified safety requirements for instruments, laboratory installations, simulators, and digital complexes used in schools and vocational education institutions. The Federal Agency for Technical Regulation and Metrology (Rosstandart) has approved the national standard GOST R “Training equipment. General safety requirements,” aiming to create a safer learning environment for students and teachers.

Development and Collaboration

The new standard was developed by the Association of Children’s Products Industry Enterprises (AIDT) in collaboration with leading scientific institutes, educational organizations, and manufacturers of educational aids. Representatives from the Ministry of Education, the Ministry of Industry and Trade of Russia, and Rospotrebnadzor also contributed to the standard’s creation. The standard incorporates international approaches to risk assessment, specifically referencing the Chinese standard GB 21746-2008 (NEQ), while remaining fully adapted to the Russian regulatory framework. GOST R standards are maintained through Rosstandart.

Scope of the New GOST

The GOST R standard applies to educational equipment used in:

  • Primary, secondary, and high schools
  • Secondary vocational education institutions
  • Demonstration and laboratory classes

The document encompasses a wide range of teaching aids, including visual models, laboratory kits, educational and production machines, digital laboratories, interactive complexes, and VR equipment.

Key Changes and Requirements

This national standard establishes, for the first time, systematically defined requirements for:

  • Mechanical safety
  • Electrical safety
  • Fire safety

Specific requirements include:

  • Maximum safe voltages established for different age groups: 12 V for primary school, 24 V for middle school, and 36 V for secondary vocational school.
  • Mandatory requirements for labeling, warning signs, and the structure of operating manuals.
  • Requirements for information security of equipment connected to data transmission networks.
  • Principles of recycling and handling of hazardous components, such as batteries, mercury-containing elements, and electronic boards.
  • Age-related adaptation of equipment, considering the anthropometric characteristics of students, particularly in primary schools.

Full Lifecycle Safety

GOST R covers the entire lifecycle of educational equipment, from design and material selection to testing, operation, risk assessment, disposal, and the use of recycled materials. The standard promotes a circular economy by recommending durability, maintainability, modularity, and upgradeability. Manufacturers are encouraged to provide a service life of at least 5–10 years, depending on the product type, and ensure the availability of spare parts.

Industry Response

“This is a comprehensive national standard that systematically regulates the safety of educational equipment – from the school laboratory to the college workshop. We have established requirements for mechanical, electrical, fire and information safety, and also included the principles of a circular economy for the first time,” emphasized Antonina Tsitsulina, Chairman of TC 181 “Toys and Products for Children”, President of the Association of Children’s Goods Industry Enterprises. Federal Law 162-FZ outlines the regulatory framework for standards like GOST R.

Implications for the Educational System

The new standard serves as a guideline for educational organizations when purchasing and inspecting equipment. It also provides a tool for educational authorities to unify requirements and increase transparency in school and college equipping procedures.

For teachers, the document mandates:

  • Clear safety instructions
  • Protection against mechanical, electrical, thermal, and chemical risks
  • Standards for noise, ventilation, and protection from toxic substances
  • Conditions for safe work with digital and network solutions

The standard aligns with federal legislation on education, technical regulations, sanitary norms, and labor protection standards. GOST R certification ensures compliance with these regulations.

The adoption of this GOST establishes uniform rules within the educational equipment market and sets a new benchmark for safety in Russian educational infrastructure.
