Noem Faces Scrutiny Over $220 Million DHS Ad Campaign
Homeland Security Secretary Kristi Noem is under fire from both Republicans and Democrats over a $220 million advertising campaign featuring her prominently. The campaign, intended to deter undocumented immigrants, has drawn criticism for its cost, the no-bid contracts awarded, and potential conflicts of interest.
Senate Hearing Highlights Concerns
During a Senate Judiciary Committee hearing on Tuesday, Secretary Noem faced tough questions regarding the allocation of taxpayer funds to the ad campaign. Senator John Kennedy (R-LA) expressed skepticism about the fiscal responsibility of spending $220 million on ads that primarily served to enhance Noem’s public profile [The Hill]. He questioned whether the campaign was truly authorized by former President Donald Trump and the Office of Management and Budget.
No-Bid Contracts and Potential Conflicts of Interest
The core of the controversy lies in the no-bid contracts awarded for the campaign. Senator Kennedy revealed that one of the two recipients, Safe America Media, was formed just 11 days before receiving a nearly $143 million contract [Reason]. A significant portion of that money was then subcontracted to the Strategy Group, a company whose CEO is married to Noem’s former spokesperson, Tricia McLaughlin.
According to ProPublica, the Strategy Group, led by Ben Yoho, also played a role in Noem’s 2022 gubernatorial campaign [Reason]. Kennedy voiced concerns that “a fifth to a quarter-billion dollars of taxpayer money” was being spent on a campaign with questionable justification.
Democratic Criticism and Contract Bidding Process
Rep. Joe Neguse (D-CO) further scrutinized Noem’s testimony, stating that part of her previous Senate testimony was “untrue,” specifically her claim that the contract for the ads went out to a competitive bid. Neguse pointed to a federal notice filed by Noem’s agency justifying the decision to skip competitive bidding, highlighting the close ties between Safe America Media and a former political director of the National Republican Congressional Committee [CBS News].
House Hearing and Ongoing Scrutiny
Noem testified before the House Judiciary Committee on Wednesday, where she continued to face questions about the ad campaign and the Trump administration’s immigration policies [CBS News]. Whereas receiving a warm reception from Republicans, she faced intense criticism from Democrats, including accusations of a “smear campaign.”
Noem maintained that the contracts were awarded legally and that the campaign was “overwhelmingly effective.”
