Free Internet Access for Pangasinan Students Through Bayanihan SIM Project
Over 2,000 students at Mangatarem National High School in Pangasinan, Philippines, now have access to free internet for educational purposes, thanks to the Bayanihan SIM Card Project. The initiative, launched on February 13, 2026, aims to bridge the digital divide and provide equal learning opportunities for students in the region.
Bayanihan SIM Card Project Details
The project is a collaboration between the Department of Information and Communications Technology (DICT)-Ilocos Region, the local government unit (LGU) of Mangatarem, and Globe Telecommunications. It is implemented under Republic Act No. 10929, also known as the Free Internet Access in Public Places Act, which seeks to promote digital transformation across the country.
Each SIM card provides students with 25 gigabytes (GB) of free data per month for one year. This data can be used to access educational platforms like Google and Messenger, supporting their studies and research. The project also includes filters to block access to gambling and inappropriate websites, ensuring a safe online learning environment.
Impact on Students
Queen Ma. Victoria Magno, a Grade 11 student at Mangatarem National High School, shared that she previously spent approximately P99 per week on mobile data. The Bayanihan SIM card has not only eliminated this expense but also improved her internet connection speed. “My data connection before was not that strong, but after I received and tried the Bayanihan SIM Card, the signal improved,” she said.
Project Scope and Limitations
Even as the free data is only usable within Pangasinan province, the SIM cards remain functional outside the province if users purchase additional data load. DICT Ilocos director Rachel Ann Grabador emphasized that the project is designed to ensure digital inclusion, particularly for students in geographically isolated and disadvantaged areas (GIDAs).
Responsible SIM Card Usage
The DICT reminds students that the SIM cards are non-transferable, in accordance with Republic Act 11934 (SIM Registration Act). Selling or giving the SIM card to another person will result in its deactivation and loss of free data access.
Collaboration and Gratitude
Dr. Elvira C. Viray, Principal IV of Mangatarem National High School, expressed gratitude for the school’s selection as the first beneficiary of the project in Pangasinan. She highlighted the importance of collaboration between government agencies, schools, parents, and the community in making the initiative a success, calling it a true “digital bayanihan.”
