Philippines Leads ASEAN Push for Disaster Resilience and Food Security in 2026

MANILA – As chair of the 2026 Association of Southeast Asian Nations (ASEAN) Socio-Cultural Community (ASCC), the Philippines will prioritize strengthening regional cooperation on disaster resilience and food security. The initiative underscores the importance of ASEAN solidarity in addressing shared vulnerabilities, particularly given Southeast Asia’s susceptibility to natural disasters.

Strengthening Regional Disaster Response

Department of Social Welfare and Development (DSWD) Assistant Secretary for Disaster Response and Management Group (DRMG) Irene Dumlao highlighted the crucial role of ASEAN collaboration, noting the support the Philippines has received from its ASEAN neighbors following typhoons and geological hazards.

The Philippines will lead discussions on the ASEAN Leaders’ Statement on the Manila-ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (ASPECT) Framework at the 35th ASCC Council Meeting. This framework aims to improve regional interoperability through standardized coordination, enhanced data sharing, and streamlined cross-border processes, ensuring a people-oriented and rights-based approach to disaster response (ASEAN2026.gov.ph).

The Manila-ASPECT Framework and “One ASEAN, One Response”

The Manila-ASPECT Framework is designed to facilitate a more unified disaster response strategy, aligning with the “One ASEAN, One Response” vision. This vision emphasizes rapid, coordinated, and scaled support across the region (ASEAN2026.gov.ph).

Broader ASEAN Priorities

Under the 2026 chairship theme, “Navigating Our Future, Together,” the Philippines will focus on strengthening climate resilience, disaster risk reduction, and food security. These efforts build upon existing ASEAN collaborative frameworks, including:

  • The ASEAN Multi-sectoral Framework for Climate Change: Agriculture and Forestry Contributing to Food and Nutrition Security and SDGs
  • The ASEAN Agreement on Disaster Management and Emergency Response (AADMER)
  • The ASEAN Framework on Anticipatory Action in Disaster Management

These frameworks have established a foundation for enhanced cooperation in addressing climate change and disaster resilience (ASEAN.org).

Enhanced Regional Cooperation

Dumlao emphasized that the Manila-ASPECT Framework will enable ASEAN countries to respond more quickly, coordinate more effectively, and deliver aid more efficiently to vulnerable communities. The Philippines’ leadership in this area aims to foster a more resilient and collaborative ASEAN region.
