Portland Mayor Keith Wilson is challenging the accuracy of Multnomah County’s data on homelessness, raising concerns that the numbers may not reflect the reality on the ground. The dispute centers on how the county counts unsheltered individuals and the potential impact of inaccurate data on funding and policy decisions.
Concerns Raised During Joint Meeting
During a recent joint city-county meeting, Mayor Wilson emphasized the importance of reliable data for effective policymaking and resource allocation. He specifically questioned the reported increase in unsheltered homelessness, stating that his observations do not align with the data. “We’re measuring that unsheltered homelessness, and homelessness is increasing, but we’re not seeing it on the street. We’re not seeing it with our eyes,” Wilson said, according to KATU.
Wilson also reported that homeless service providers have indicated that system pressures are not intensifying, and that emergency room doctors have observed a recent easing of conditions related to homelessness. He questioned whether the county might be incorrectly categorizing individuals staying in Portland overnight shelters as unsheltered.
County Response and Data Dispute
Jillian Schoene, director of the Homelessness Response System, disputed Wilson’s claims, stating there were “a number of inaccuracies” in his presentation. County officials maintained that Portland shelters are included in the data and that individuals staying in those shelters are not counted as unsheltered.
County Commissioner Shannon Singleton defended the data, emphasizing the importance of relying on facts rather than anecdotal evidence. “The mayor was corrected during the meeting — unsheltered data does not include people who are sheltered,” Singleton said in a statement, as reported by KATU.
Upcoming Discussions and Potential Implications
City and county leaders are scheduled to meet again on March 11, 2026, to discuss the data and methodology used in the homelessness counts. The city stated it anticipates discussing topics such as timeframes for inactivity “roll-off,” categorization of shelter guests, data-deduplication practices, and partner-level access to the data. Portland.gov notes that “Good data is critical to good decisions, and both the City and County have many impactful decisions ahead.”
