Putin Awards Russia’s Highest Honor to Top Aide Amid Ukraine War

Russian President Vladimir Putin has awarded the title of Hero of Russia to First Deputy Prime Minister Denis Manturov, officials announced this week. The honor, Russia’s highest, is typically bestowed for acts of bravery in military service, though in this case, it appears to recognize Manturov’s role in bolstering Russia’s defense industry during the ongoing conflict in Ukraine.

Chechen leader Ramzan Kadyrov first announced the award on Telegram, congratulating Manturov on his 57th birthday on Monday. “By presidential decree, Denis Valentinovich [Manturov] has been awarded the highest title of ‘Hero of Russia’,” Kadyrov wrote according to The Moscow Times. Kadyrov himself received the title in 2004.

Defense Industry Successes Cited

Anonymous sources cited by government-linked Telegram channels indicated that Manturov was recognized for “Russia’s defense industry successes proven during the special military operation [in Ukraine] and on the international stage.” This suggests the award acknowledges Manturov’s efforts to maintain and expand Russia’s arms production and navigate international sanctions.

Rising Political Star

Manturov’s political influence has grown since his promotion to First Deputy Prime Minister in May 2024, previously serving as Industry and Trade Minister. His rise coincides with Russia’s increased focus on military production and adapting its trade relationships in response to Western sanctions.

Confirmation Pending

As of Wednesday evening, a presidential decree officially confirming Manturov’s Hero of Russia title had not been published. Though, Rosgvardia Director Viktor Zolotov introduced Manturov as a “Hero of Russia” during an annual meeting of Russia’s National Guard earlier the same day as reported by The Moscow Times.
