Scratchcard Gifting to Minors Raises Concerns This Christmas
The National Lottery Regulator is urging adults to reconsider gifting scratchcards to children this Christmas, citing the potential for harm and the violation of age restrictions.
Concerns Highlighted by Mystery Shopping Operation
Recent mystery shopping operations conducted by the Regulator and Ipsos B&A revealed alarming findings. Almost three in ten stores across the country were willing to sell scratchcards to individuals under 18. While this figure represents an improvement from 62% in 2018, regional discrepancies remain a concern, with Dublin showing the lowest refusal rate at 57%.
Protecting Young People from Gambling Harm
National Lottery Regulator Carol Boate emphasized the importance of safeguarding children from the potential harms of gambling. She stated, “We know childhood gambling can lead to a range of harms and increases your chances of experiencing gambling problems as an adult. It’s therefore vital that all adults are mindful of their responsibility to protect children by avoiding gifting them scratchcards this Christmas.”
Call for Enhanced Retailer Compliance
The Regulator expects Premier Lotteries Ireland (PLI), the operator of the National Lottery, to take further action to ensure compliance with the law by its retailers. They plan to conduct additional mystery shop research to achieve full compliance.
PLI’s Commitment to Player Protection
PLI acknowledged the findings of the survey and pledged to continue working towards best-in-class player protection measures. They highlighted their “Think 21” policy, which requires retailers to request photo ID from anyone appearing under 21.
PLI also conducts its own mystery shop exercises to assess retailer compliance and undertakes regular audits.
